Captain's Council

The Captain's Council is one of the two ruling bodies of Lion's Arch. It consists of privateer captains who are elected into office. They rule alongside Commodore Lawson Marriner, but mostly the council holds less power than him; so long as the Commodore does not have favorites placed into office in the Captain's Council, neither the council nor the Commodore will have absolute power over the other.
