Quaggan Guards are always located at the designated placements in said color's borderlands in World vs. World. They are also located on the island where the Capture the Temple of Storms to gain quaggan aid occurs. If your color server has captured the camp, then they will be accompanied by a Veteran Quaggan Shaman. If your color server has captured all 3 camps and the Temple of Storms island, then they will adhere to the nearby supply camps.
